Senarai Lapan (8) Permohonan Teknikal Bahagian Kejuruteraan Automotif Yang Digugurkan


Dengan segala hormatnya saya merujuk perkara di atas

2 Untuk makluman pihak tuan, di bawah Seksyen 12(D) Akta Pengangkutan Jalan 1987 telah menggariskan bahawa pemilik kenderaan memaklumkan kepada Ketua Pengarah Pengangkutan Jalan sekiranya terdapat perubahan maklumat selepas pendaftaran yang melibatkan berat, dimensi, ciri ciri pembinaan, warna butir butir pengenalan atau tempat duduk. Berdasarkan seksyen ini, Bahagian Kejuruteraan AUtomotif telah melakukan pelbagai transaksi yang melibatkan pengubahsuaian teknikal yang melibatkan identiti dan ciri ciri keselamatan sesebuah kenderaan

3 Namun begitu, bagi tujuan memudahkan orang awam berurusan dengan pihak JPJ, beberapa permohonan teknikal ini AKAN DIGUGURKAN DAN AKAN DIGANTIKAN dengan satu buku garis panduan berkenaan pengubahsuaian kenderaan persendirian. Garis panduan ini penting terutamanya bagi tujuan penguatkuasaan dan akan dikemaskinikan dari semasa ke semasa oleh Bahagian Kejuruteraan Automotif. Senarai permohonan teknikal yang akan digugurkan adalah seperti berikut :

1. Permohonan pemasangan sunroof/moonroof 
2. Permohonan bawa tangga/bot/surfboard/basikal 
3. Permohonana tukar gear manual / automatik 
4. Permohonan memasang kanopi 
5. Permohonan memasang kanvas 
6. Permohonan menambah aksesori 
7. Permohonan memasang roof-rack (para bumbung) 
8. Permohonan membina badan bas baru 

4 Sehubungan dengan itu, semua pengubahsuaian kenderaan persendirian yang melibatkan permohonana di atas TIDAK PERLU lagi memohon kelulusan daripada Bahagian Kejuruteraan Automotif dan menjalankan pemeriksaan di PUSPAKOM. Sebarang pertanyaan berkenaan ini boleh dirujuk kepada Bahagian Kejuruteraan Automotif, Ibu Pejabat JPJ.

KL study on bicycle lanes

KUALA Lumpur City Hall (DBKL) is conducting a study to provide bicycle lanes at residential neighbourhoods and along the River of Life projects. 

This follows a series of fatal accidents, with the latest casualty being 37-year-old cyclist Rafizi Hamdan. Rafizi died in a hit-and-run accident at Km20.2 of the Middle Ring Road 2 near Taman Melawati on March 18, the second road accident involving a cyclist this year.  A few months ago, four national cyclists, Mariana Mohamad, Masziyaton Mohd Radzi, Mohd Azri Ahmad and Mohd Aziz Zahit were injured during a selection race for the Asian Cycling Championships when a car suddenly swerved into their path in Putrajaya. Last year, cyclist P.K. Yeoh was killed while cycling on the Maju Expressway in the morning. 

 "We are devising a comprehensive proposal, with the safety of the cyclists in mind," said DBKL consultant Norliza Hashim. 

Norliza said that the plan to prepare dedicated lanes for cyclists on main roads and highways needs an in-depth study. 

"We have to gauge responses from the public first before drafting any plan for bicycle lanes on roads and highways as there are many concerns which needs to be weighed."We need to integrate all other public transport services prior to bicycle lanes being provided on roads."There needs to be road reclamation to allow space for such lanes and if that happens, there needs to be an increase in public transport as well as parking facilities for both bicycles and other mode of travel." 

Norliza said that DBKL is planning a holistic approach in dealing with the matter and it takes time. "That is why we are planning to create bicycle lanes in neighbourhoods to encourage recreational cycling to see the short term response. "If that is encouraging enough, we will look into planning to have such lanes on main roads." 

Transport Minister Datuk Seri Kong Cho Ha said that cyclists too needed to practise all safety precautions often made mandatory for motorcyclists. "When you are on the road, the risks are the same, regardless of what you ride on.

"Therefore, take the maximum precaution and use the necessary safety gear as well," he said when contacted by the New Straits Times. 

In light of the number of casualties, Malaysian National Cycling Federation deputy-president Datuk Naim Mohamad had asked road users to be considerate by sharing the road with cyclists. 

"They have the right, like other road users. "

Cyclist killed in a Hit and Run

This morning, when the Green Riders were out at the 1Malaysia Cycling Expedition organised by Kelab Rekreasi USJ 14 and SK Datuk Onn Jaafar USJ15, Rafizi Hamdan was riding along Middle Ring Road 2, Taman Melawati to join up with his friends for their weekly ride.

At approx 7am, a grey Proton Saga hit and killed the 37-year old CIMB staff, and sped off without a thought, not realizing that his carplate ( WCK 2290 ) had fallen off during the impact.

The accident took place in front of the Shell petrol station leading towards Taman Melawati and was captured on CCTV.

Green Riders would like to extend our deepest condolences to Rafizi Hamdan’s family.

Fees for mountain biking in FRIM

The Forest Research Institute Malaysia (FRIM) has announced the new charges of all its recreational facilities and services recently, and not only specifically for mountain biking. However upon advice from the Ministry of Natural Resources and Environment (NRE) and pending further approval from Cabinet, FRIM will revert to the previous rates.

For your information I wish to share with you the situation in FRIM. FRIM is not a public park, where the recreational facilities are for the use of the public and taken care of and maintained solely for the purpose by public funds. FRIM is a research centre but one which also opens its campus to the public such as joggers, bikers and other visitors for eco-tourism, recreational activities, environment education, meeting, wedding and other activities. A unique feature that is distinctively FRIM.

The fees and charges collected are channeled mainly towards the maintenance, upkeep and enhancement of its recreational and sports facilities. FRIM has some 70 contract staff working to help keep the campus clean. For safety and security reasons, FRIM engages the services of private security personnel and it has also installed CCTVs in sensitive areas around the campus. Apart from that, FRIM also ensures the whole of its campus area is covered by insurance to deal with any untoward incident or mishap and to safeguard the wellbeing of its visitors.

Maintaining the FRIM grounds which covers about 513 ha, ensuring safety of visitors as well as taking care that the forest remains healthy is not only costly but also very challenging. Besides the security and maintenance expenditures, FRIM also has to take into account the carrying capacity of its forest. Imposing a limit on the number of people using its various nature trails for trekking, jogging or mountain biking is crucial to enable the living systems to recover or to curb damage to its resources. Therefore, any increase in the fees serves to help us to both maintain and sustain the area.

Apart from this, FRIM has taken steps to improve its various facilities including building new toilets, providing more garbage disposal bins, repairing the pedestrian sidewalks, among others.

For mountain bikers, FRIM will undertake the following plan for 2012:

1. Identifying and opening another shorter but more challenging route for mountain biking;

2. Building shower facilities for cyclists to clean themselves and their bicycles at the waterfall area;

3. Providing bicycle parking space near the waterfall cafeteria area; and

4. Setting up a club house for mountain bikers at one of the bungalows near the FRIM Arboretum, where cyclists can meet, gather and exchange information.

With all the above considerations and plans, we hope the mountain bikers will not find any future increase in fees to be unreasonable, should there be one. We would also like to suggest that they consider getting the yearly pass of RM100, which works out to be only about RM2 per week.

Bike Lanes in Selangor ( But not in Subang???? )

HULU SELANGOR: Kuala Kubu Bharu will become the first town in Selangor with its own designated bike lanes by December, with Petaling Jaya and Shah Alam likely to follow suit soon.

Executive councillor Elizabeth Wong told Selangor Times the Hulu Selangor District Council, in its July full board meeting, had approved a proposal to construct bike lanes around Kuala Kubu Bharu. “Kuala Kubu Bharu will serve as a pilot project. If it is successful, the Petaling Jaya mayor is also keen to build bike lanes around the city [to reduce traffic congestion and the city’s carbon footprint],” said Wong in a phone interview.

Wong said Shah Alam is another city that has the potential to transform itself into a biking city as its development over the years has been more controlled and organised.

Selangor is mirroring a worldwide trend where major cities including London, Paris and Washington, DC are taking varioussteps to promote cycling as the preferred mode of transport. Apart from constructing bike lanes, Wong said Selangor and relevant local governments will be amending their laws and by-laws to ensure cyclists’ safety on the road.
